Despite the city’s counterterrorism measures, the young extremists’ radicalization went unnoticed until it was almost too late. GPAHE warns that this case illustrates a broader issue: the increasing sophistication of all forms of extremist recruitment tactics that target vulnerable youth, making it harder for authorities to identify and intervene before radicalization turns into violence.
