The new Counterterrorism Fact Sheet by GPAHE examines how the Trump administration has dismantled key elements of the federal government’s domestic counterterrorism infrastructure while redirecting its focus away from the country’s deadliest extremist threat. Drawing on federal documents, public reporting, and intelligence assessments, it outlines cuts to staffing, funding, prevention programs, and research across the FBI, DOJ, DHS, DOD, and other agencies, alongside the appointment of officials with histories of promoting extremist narratives.
It also documents how the administration has increasingly embraced narratives long associated with the white supremacist movement. The analysis highlights the State Department’s promotion of the “remigration” ideology, an extremist concept rooted in the forced removal of immigrants and ethnic minorities, as well as the appointment of officials with ties to white nationalist circles and efforts to recast far-right extremism as a secondary concern. Together, these developments represent not only a retreat from combating domestic terrorism but also the mainstreaming of ideas once confined to the extremist fringe.
This fact sheet reveals that the administration has replaced evidence-based counterterrorism policy with a politically-driven approach that targets perceived ideological opponents instead of the far-right extremists repeatedly identified by U.S. intelligence agencies as the primary domestic terrorism threat. It argues that weakened prevention efforts, diminished transparency, and the loss of institutional expertise have left the United States less prepared to detect, prevent, and respond to future acts of domestic terrorism.
